በዚሁ መሰረት፦

Background

WaterAid is a global federation working to improve access to clean water, sanitation, and hygiene (WASH). As a leading WASH actor. WaterAid has played a key role in transforming the lives of poor and marginalised communities. In Ethiopia, WaterAid has been active in the WASH sector since 1991, driven by the vision that everyone, everywhere has access to sustainable WASH services.

To further its commitment, WaterAid Ethiopia (WAE) invites eligible and qualified consultancy firms to submit bids for the Consultancy service to generate robust evidence to inform advocacy, policy dialogue, and partnership frameworks on Public-Private Action or Water Source Protection and Climate-Resilient WASH in the Central Rift Valley Basin, Ethiopia, in accordance with the Terms of Reference (TOR).

Bid Participation and Submission Guidelines

1. Terms of Reference (TOR): The Terms of Reference will be provided to interested bidders who register their email addresses at the registration desk located at WaterAid Ethiopia's reception between May 18 and May 26, 2026, during working hours (08:30 AM-12:30 PM and 01:30 PM - 05:00 PM).

2. Online Access: Alternatively, bidders may download the bid invitation and Terms of Reference from the WaterAid Ethiopia website: www.wateraid.org/et

3. Eligibility Documents: Bidders must submit the following valid documents as part of the technical proposal: Renewed business license, Company registration certificate, TIN registration certificate

4. Bid Submission Deadline: All bids must be submitted in sealed envelopes to the WaterAid Ethiopia office no later than May 27, 2026, at 1:30 PM.

5. Bid Security: A bid bond equivalent to 2% of the total consultancy fee is required, in the form of a bank guarantee or Certified Payment Order (CPO) valid for at least three (3) months from the date of bid opening. The original bid bond must be attached to the original financial proposal.

6. Envelope Identification: Each envelope must clearly display: Bidder's name and address, Legal stamp and signature, Reference number: Ref. WAE/CONS/CRVB/2026/001

7. Proposal Format. Bidders must submit their proposals in two separate sealed envelopes: Technical Proposal (Original and Copy), Financial Proposal (Original and Copy). Each envelope must be clearly marked "ORIGINAL" and "COPY", stamped and sealed. In case of discrepancy, the original version shall prevail.

8. Bid Opening: in the presence of bidders or their representatives who wish to attend on May 27, 2026, at 8:00 PM, at the WaterAid Ethiopia office.

9. Bid Evaluation and Award Procedure: The bid evaluation shall be conducted using a Quality- and Cost-Based Selection (QCBS) method and will follow a two-stage evaluation process:

Stage One: Technical Evaluation

- Technical proposals will be evaluated first, strictly in accordance with the criteria outlined in the Terms of Reference.

- Technical proposals will be scored out of a maximum of 70 points. Bidders must obtain a pass technical score to be considered technically responsive.

- Only bidders who meet or exceed the minimum technical score will qualify for the financial evaluation stage.

Stage Two: Financial Evaluation

- Financial proposals shall be opened and evaluated only for bidders who have passed the technical evaluation.

- Financial proposals of bidders who do not meet the minimum technical score will not be opened and will be returned unopened.

Contract Award: The contract shall be awarded to the bidder who achieves the highest combined technical and financial score, based on a technical weighting of 70% and a financial weighting of 30%, in accordance with WaterAid Ethiopia's procurement policies and procedures.

10. Disclaimer: WaterAid Ethiopia reserves the right to accept or reject any or all bids, to annul the bidding process, or to cancel the procurement at any time before contract award, without incurring any liability to bidders. Late submissions shall not be accepted.

1. ተጫራቾች የጨረታ ሰነዱን በባንኩ ዋና መ/ቤት ናሽናል ታወር ሕንጻ 7ኛ ፎቅ (ስታዲየም ኢትዮጵያ ሆቴል ጀርባ) ግዥና ፋሲሊቲ አስተዳደር መምሪያ ቢሮ የማይመለስ ብር 200 /ሁለት መቶ ብር/ ስታዲየም ቅርንጫፍ በመክፈል እና የገቢ ደረሰኝ ይዞ በመቅረብ ከሰኞ እስከ አርብ ጠዋት 2፡00 እስከ 6፡ዐዐ ሰዓት እና ከሰዓት በኋላ ከ7፡00 እስከ 11፡00 ሰዓት ድረስ እንዲሁም ቅዳሜ ጠዋት ከ2፡00 እስከ 6፡00 ሰዓት ድረስ መግዛት ይችላሉ::

2. ተጫራቾች የጨረታ ሰነድ በሚወስዱበት ወቅት የድርጅታቸውን የመስመር ወይም የሞባይል ስልክ ቁጥር በትክክል እና ግልጽ በሆነ መልኩ መጻፋቸውን ማረጋገጥ ይኖርባቸዋል:: በትክክልና ግልጽ ሆኖ ባልተጻፈ አድራሻ ምክንያት ጨረታውን በተመለከተ በስልክ ለሚተላለፍ መረጃ አለመድረስ ባንኩ ኃላፊነት አይወስድም::

3. ተጫራቾች የጨረታ ማስከበሪያ ብር 30,000.00 (ሠላሳ ሺ ብር) በባንክ በተረጋገጠ የክፍያ ማዘዣ (CPO) ወይም ቅድመ ሁኔታ በሌለው የባንክ ዋስትና ማቅረብ ይኖርባቸዋል::

4. ተጫራቾች ይህ ማስታወቂያ ከሪፖርተር ጋዜጣ ከወጣበት ቀን ጀምሮ እስከ ግንቦት 26 ቀን 2018 ዓ.ም ከጠዋቱ 4፡ 00 ሰዓት ድረስ በተራ ቁጥር 1 ላይ በተጠቀሰው አድራሻ በመገኘት ያዘጋጁትን ሰነድ ለጨረታ ሰነድ ማስገቢያ በተዘጋጀው ሳጥን ውስጥ ማስገባት ይኖርባቸል::

2. Bid submission deadline: bids must be delivered to the address below on or before June 01, 2026, up to 2:00 PM.

3. Late bids will not be received and returned unopened to the bidder.

4. Both technical and financial offers should be in separate envelopes and fully signed and stamped.

6. All bid prices should be valid for 120 days, and prices shall be quoted in ETB.

7. The selected bidders will be required to furnish 10% performance bond of the award/ contract/ PO amount.

8. Bid bond in the form of CPO/ bank guarantee with the amount of Birr 500,000 (must be attached with the technical proposal). It should be valid for 120 days, starting from the bid submission deadline.

ተስፋ ብርሃን ህፃናትና ቤተሰብ ልማት ድርጅት ከኤስ ኦ ኤስ የሕፃናት መንደሮች በኢትዮጵያ ባገኘው የገንዘብ ድጋፍ በአማራ ክልል ሰሜን ወሎ ዞን ግዳን ወረዳ ለሚገኙ የእንሰሳት ድጋፍ ለሚያስፈልጋቸዉ አርሶ አደር ቤተሰቦች በድጋፍ መልክ የሚሰጡ የእርባታ በጎችን በዘርፉ ከተሰማሩ አቅራቢ ማህበራት፣ ድርጅቶች ወይም ነጋዴዎች በጨረታ አወዳድሮ ለመግዛት ይፈልጋል::

በመሆኑም በዘርፎቹ የተሠማራችሁና በጨረታዉ ለመሳተፍ የምትፈልጉ፡-

FOR THE PROCUREMENT OF CANTEEN SERVICES

VisionFund Micro Finance Institution S.C is financial institution established according to the proclamation No. 40/96. Its mission is to provide financial services for micro entrepreneurs and small holding farmers in the rural and urban settings of Ethiopia. Currently the institution is operating in Oromia, Amhara, Sidama, Central Ethiopia regions and at Addis Ababa City administration with a total of 121 branches.

Vision Fund would like to invite and hire qualified and legally registered Canteen Service Provider on contractual agreement basis at its Head Office-Addis Ababa that shall provide food and non-alcoholic drinking to its staffs with fair price with the intention to uplift the performance of its employees with healthy food supply.

Thus, Eligible Canteen Service provider should strictly follow the following instructions and can submit their proposals as follows: -

1. A complete set of bidding documents can be purchased by interested bidders from the stated address upon payment of non-refundable fee of Birr 200.00 (Two Hundred Birr).

2. Bidders have to submit their documents in two Sealed Envelopes ONE ORIGINAL and ONE COPY to the address below on or before May 28, 2026 at 10:30AM.

3. The technical and financial proposals MUST BE COMPLETELY SEPARATED and submitted in separate sealed envelopes, clearly marked on the outside as either TECHNICAL PROPOSAL or FINANCIAL PROPOSAL. All financial information shall be included only in the Financial Proposal. No Financial proposal, quotes or any other related financial information should appear in the Technical Proposal.

4. Bids will be opened on May 28, 2026 at 11:00 AM in the presence of bidders or their representatives who choose to attend at Vision Fund Microfinance Head Office 4th floor meeting room.

5. The bidder must accompany the bid document with the copy of its Certificate of Registration from relevant Authority, Renewed and valid Trade License, TIN Registration Certificate, and VAT registration, and other relevant document pertinent to the bid.
